The City of Bellevue is working to improve pedestrian and bicycle access on 108th Avenue Southeast, from Interstate 90 to Bellevue Way. Construction started May 31, 2011, and is near completion.

Improvements were as follows:
Southern section: I-90 Trail to Southeast 30th Street
The paved shoulder on the east side of the road was replaced with a two-foot landscape strip and 10-foot multi-use path. About 2,000 feet of water main pipe was also replaced along this section to Southeast 28th Street.
Middle section: Southeast 30th Street to Southeast 25th Street
The existing paved shoulder on the east side of the road was replaced with a two-foot landscape strip and five to six-foot multi-use path.
Northern section: Southeast 25th Street to Bellevue Way
We connected gaps in the existing sidewalk and bike lanes with six-foot-wide sidewalk and four-foot-wide bike lane on the east side of the road; provided a six-foot-wide sidewalk and eight-foot-wide parking lane on the west side of the road between Southeast 22nd Street and Southeast 23rd Street, and added new street lighting.
Additional construction:
Speed cushion and raised crosswalks were replaced: The speed cushion on 108th Avenue Southeast south of Southeast 31st Street was replaced with an elongated speed hump (similar to those on 108th north of Bellevue Way). This is supported by the Fire Department and addresses residents' concerns with those vehicles currently choosing to drive down the center of the channels.
In addition, the raised crosswalk at Southeast 23rd Street has been reinstalled to meet current city standards. Both the speed hump and raised crosswalk were installed in colored concrete. As for the 104th Avenue Southeast raised crosswalk, the city installed bump pavement markings to supplement the 15-mph advisory speed signing.
