Background
This project was envisioned in a Citizen Advisory Committee’s report, published as the Final Report on Downtown Plan Update. Transportation improvements were recommended to maintain:
- Convenient access to downtown Bellevue via regional transportation systems.
- Mobility between downtown and other parts of the community.
- Circulation within the downtown area.
The report to the City Council specifically recommended:
- Extending Northeast 10th Street east from 112th Avenue Northeast, across Interstate 405.
- Extending Northeast 10th Street through the Overlake Hospital campus to 116th Avenue Northeast.
- Adding freeway access ramps to and from the north at Northeast 10th Street.
At the same time, recommendations were made to extend Northeast Second Street across I-405 with ramps to and from the south. New freeway ramps from Northeast 10th and Northeast Second streets were considered vital to support the growth of downtown Bellevue.
