Background

This project was envisioned in a Citizen Advisory Committee’s report, published as the Final Report on Downtown Plan Update. Transportation improvements were recommended to maintain:

Convenient access to downtown Bellevue via regional transportation systems.
Mobility between downtown and other parts of the community.
Circulation within the downtown area.

The report to the City Council specifically recommended:

Extending Northeast 10th Street east from 112th Avenue Northeast, across Interstate 405.
Extending Northeast 10th Street through the Overlake Hospital campus to 116th Avenue Northeast.
Adding freeway access ramps to and from the north at Northeast 10th Street.

At the same time, recommendations were made to extend Northeast Second Street across I-405 with ramps to and from the south. New freeway ramps from Northeast 10th and Northeast Second streets were considered vital to support the growth of downtown Bellevue.
