Wilburton / NE 8th StudyThe city is conducting a study of the Wilburton/Northeast Eighth Street commercial area (see area map ) to consider ways to:
- Encourage economic vitality and appropriate redevelopment in the study area.
- Strengthen the auto retail uses on 116th Avenue.
- Improve the area's urban design and identity.
- Improve circulation in and adjacent to the Wilburton commercial district.
The last major update of the Wilburton/Northeast 8th Subarea Plan was in the early 1990s. Since that time, significant changes have occurred in downtown Bellevue and the Wilburton/Northeast 8th Subarea. It is anticipated that the increasing demand for commercial land will put pressure on some properties in the area to redevelop.
Draft Comprehensive Plan amendments have been prepared to address the study's objectives. In general, the proposed amendments:
- Support future redevelopment with additional retail and mixed uses
- Support extension of Northeast 4th Street from 116th Avenue to 120th Avenue and other transportation and street improvements
- Support continued operation of auto-sales uses in the area

The Planning Commisison will subsequently advise the City Council to approve or reject Comprehensive Plan amendments.
